The 91.5 translator in Oly is a pain in the ass. K218CU Delphi (Capitol Peak) belongs to IGLESIA PENTECOSTAL VISPERIA DEL FIN. They have an office in Seattle and a station or two in the area.
When they first put their newly acquired translator back on the air a year ago, they were running WAAAAAAAY beyond their legal power. Sounded great in Olympia and Lacey as well as west in Montesano. It was blasting over cochannel KGHI, the Westport classical station, in the east part of their coverage area.
A few complaints from different parties got them to back the power level down to something closer to their licensed 3 Watts. Even at 2500 feet, 3 Watts is more of a cigarette lighter than a flamethrower. Their protected coverage contour doesn't even make it halfway to Oly. But it can be heard on car radios in town.
They paid $90,000 for this channel, yet they can't seem to keep the audio feed working for very long before it bails out. They already got a ticket from Officer FCC for running the transmitter for weeks with no station ID.
I'm far from being a stickler for FCC rules, but these guys are like a drunk at the wheel of a school bus in regard to their consideration for neighboring signals.
They're already up against the protected contour of the upgraded KXOT protected contour across Oly, so they can't even bump it up to 4 Watts.
It's a bad dog that should be put to sleep.
