92-1 San Antonio KCHL translator... Busted pretty bad

What is wrong with this station? It sounds like someone has an untuned radio set to rebroadcast KCHL on 92-1 FM. There's always a loud staticy noise, even when the signal itself is crystal clear on my radio and I'm downtown. Sometimes the staticy noise is replaced with something else fading in and out, like AM radio does at night. I guess they're picking the signal up off-air and rebroadcasting it, and not doing a good job.
 
Yeah this sounds terrible! I was getting a clear signal on my radio and there was what sounded like a staticy waterfall mixed in with the audio. Apparently their studio to transmitter audio feed is using hard drugs.

Maybe it's not using drugs but it sure is messed up. LOL even the Internet stream doesn't sound that bad.
Does anyone know what that noise sounds like? What's wrong with their audio feed? I've never heard a station do this.
