92.5/KXXS to West Lake Hills?

I just came across this yesterday and don't know if it's been brought up here or not (I looked around, but couldn't find anything,) but it looks like BMP is trying to move 92.5/KXXS to Sunset Valley with transmitter at the West Lake Hills farm.

Of course, they'd remain a class A with 3kw, but in-city listening would greatly improve. At this point, though, it's just an application.

I'm no engineer, so maybe someone more technically-minded could shed some better light on the situation, but here's my take nonetheless...

If approved, KXXS would be moving about 24 miles WNW. Right now, with the tower in Elgin, the KXXS and KRPT (near Pearsall, SW of San Antonio) towers are 135 miles apart. Once KXXS moves off of Capital of Texas, they will be about 10 miles closer together, so I imagine that any movement on KRPT's part closer to San Antonio is out of the question unless they downgrade significantly.

That's right, and there's a lot more to the story, some of which it was talked about here when the application was filed last year. To get the KXXS move done, BMP proposed moving KBEY to 103.9, which would necessitate a couple of moves (changes in reference points) for allocations in Mason and Santa Ana if KBEY were to use their existing site. A contingent application was also filed to move KWNX 1260 from Taylor to Elgin to replace local service there if KXXS moves to Sunset Valley.

Those kind of things are relatively easy to get approved, but this is no ordinary application. One major problem addressed in the narrative is a mutually exclusive application from KHLE Kempner (Fort Hood area) to move from 106.9 to 103.9. That would effectively kill any KBEY frequency change proposal. BMP contends that the owner of KHLE knew about the KXXS/KBEY plan beforehand and asked the FCC to deny the Kempner application because it was filed too late.

Here's what not mentioned in the KXXS proposal: there's an application for a new station on 103.9 at Stonewall which would be fully spaced to KHLE if that station changed frequency, but it would prevent use of 103.9 at Burnet. If the Stonewall application is granted, then the KXXS move couldn't happen unless they perform some kind of miracle. There might be another frequency available for use at Burnet, but it would take a lot more than simply moving allocation reference sites for a couple of stations. If it somehow gets approved, the result would be city-grade coverage for KXXS over virtually all of Austin, but in light of all the problems this upgrade is far from a done deal.
 
If they want to move KXXS downtown and keep True Oldies, why don't they just simulcast True oldies to 98.9 and drop the talk format.
