Digging around, It shows a translator license issued in 1986 and a renewal FILED in 1990 but the FCC hasn't taken action on it or something in 15 years (No info available)..License expired in 1990 and this is why it's off the air.
Some people from KQID regularly show up on here so maybe they can answer it, if they know....

This was filed 2 years ago with the FCC in 2003 , only now did the FCC grant them a license in 2005.
