94.7 is changing formats today

Since WNSH covers almost the entire market there is much more money to be made selling a format that not only a small percentage and specific geographical area of the market listen to.

Keep in mind that WNSH and WNYL had similar ratings, but WNYL made 2-3 times as much money. That's why WNYL is still on the air. The advertisers have more to say about what formats are on the radio than the listeners. You could have a popular format, but if the advertisers aren't there, it will go away. You simply can't run a commercial station in NYC when your revenues are $2 million a year.

undoubtedly but WNYL always cumed more than WNSH although sometimes WNSH did have a few more shares.
As far as listeners having nothing to say about what formats are on the air, yes and no. If WLTW had a 1.9 with a 950,000 cume I doubt the advertising dollars would be what they are. Even if a format is popular, if the station is failing for whatever reason they can't possibly make as much money as with a successful top 10 station.

Perhaps Cumulus could consider switching WFAS AM 1230, near White Plains, to Country.
I realize it has a small signal that doesn't get out very far. But what would they have to lose? With the current digital broadcast of piped in talk shows, they probably have a really tiny audience.
Cumulus could Switch WFAS back to a regular analog AM signal, and use WFAS to clear some of their national Country shows. Or keep it digital, and use it as an example of music sounding quite decent on AM HD.
WFAS AM

Cumulus, for whatever reasons that escape me, didn’t do the upgrade to WNSH and modifications to WMAS and it never happened until Entercom got both stations. To be honest, it was too little, too late.

I disagree that the upgrade would've made a material difference on the outcome with regard to long-term viability of Nash FM / New Country 94.7.

The main reason I disagree is when one compares the shares 94.7 earned as Country versus the shares 103.5 earned as Country (as WYNY), the results were similar.

The higher priority is clearing their talk show programming in market #1.
WFAS broadcasts in the literal equivalent of invisible ink; no one besides anyone who follows the trades knows the station exists now, and it has a format few are interested in.

Cumulus only did that to WFAS because they couldn’t unload it, so why not make it a lab experiment that no one can listen to?

So, Cumulus would have little to lose by using WFAS AM to clear their national Country shows. They could either return it to analog, or keep it HD to demonstrate that music can sound quite good on AM.
I don't think clearing the obscure talk shows they're currently running is much of a priority for Cumulus, as until recently they carried CBS Sports Radio.
The signal doesn't get out far, but Cumulus could gain some favorable publicity for stepping in and offering the area a home for Country music.

They're not "obscure talk shows." They're the same shows aired by KABC in LA.

It's also why when listeners boycott a station/show over controversial content, they always target the advertisers.
