Correct on both accounts, and 95.7 got to #1 in Memphis with a sub-par signal as it did not have the centrally-located stick it has now when it signed on. Clear Channel has usually been right with this urban gospel format on FM as none of the stations in the format are outright bombing anymore. WQYZ in Biloxi/Gulfport got off to a slow start but is now putting up respectable numbers. When you add up Praise's share in the Summer book, it did almost twice as well as Mix 94.9. Although I doubt you'll see the success WHAL-FM has had as Memphis had a top-5 urban gospel station on AM before Hallelujah, I suspect Hallelujah will at least be a player in the Little Rock market.
