95.7 in Newburgh,NY

For the past few months I notice a station coming off and on the air at 95.7. From listening to it there is a host named Penny Fletcher on right now (http://www.pennyfletcher.com/) and she mention something about micro FM (http://www.themicroeffect.com/index.htm). Is this is pirate station relying another station or what? The station is not on the air 24/7. It comes on various times of the day.

Yes, I hear that station from time to time. Very strange. No call letters are ever given. And some of the views seem pretty extreme. I just emailed a reporter at The Times Herald Record suggesting he do a story on it.
