96.5 FM, JOHNSTOWN & SPECULATOR

According to their website, WIZR has put on the air their cross band translator on 96.5. I personally have not heard it. Meanwhile, this week The owners of WCSS-AM Amsterdam and holder of a CP for WKAJ, 1120, St. Johnsville , Cranesville block Co. (John Tesiero) have filed a formal applications for a Class A on 96.5 for Speculator. The 2 transmitter sites will be just 36.2 miles apart. I would have to enlist the expertise of someone like Scott Fybush on this, but I am thinking that if the CP in Speculator were granted, the cross band translator would have to moved via a displacement application which I believe would make them eligible for any usable frequency anywhere in the commercial portion of the band. 99.1 appears to be a good frequency for this.
 
I was in Johnstown today and Z96.5 is not on the air. Their are no FM antennas visable on their AM tower where it is to located either. Why they would give the impression from their website that it is on the air when it isn't is beyond me. The website clearly states WIZR 930 and Z96.5.
