Stand by for a visit from the FCC shutting them down. Years ago there was WHDL (from Brockton, IIRC)--
I think it was 102.1, a pirate which later went to higher power--and that resulted in a complaint that got them shut down.

What's an NAL, a letter telling them to cease and desist? (update: typed "Pirate radio NAL" into search engine and got the definition. Notice of Apparent Liability. "The station or company issued the NAL is permitted 30 days either to pay the proposed fine or to respond in writing.")
btw with Rumba on the air, offering more programming to the Hispanic community, you wonder if there will
be fewer pirates. After all one objective of these unlicensed broadcasters is to get content out on the air
which isn't there...but now it is. (Though I wouldn't doubt that some of these pirates actually sell advertising, too! Radio Free Vermont--by co-incidence, another 96.5--which ran up in Rutland VT in the 90s used to
run PSAs and ads (i have them on tape and they were advertising a golf driving range...)
