96.9 FM translator new CP

Carlos Lopez's 96.9 translator has a new CP, but it's only for 3 watts. Why would they go so low with the power? FCCInfo doesn't show the height of all translators like it does with full power stations, for some reason, so I don't know how high it will be. But 3 watts must not get out very far unless it's very high up.

Speaking of 96.9 what's it currently broadcasting? Or has it been on the air at all? Hopefully Carlos tries to follow FCC rules.
 
Looks like the antenna site stays the same, but is going non-directional with the reduced power.

Originating station is KWWJ 1360, which is Urban Gospel. The existing 96.9 signal suppresses coverage towards some heavily African-American sections of town. Perhaps this is an attempt to improve reception for the target demographic.
 
I thought 92-3 was urban gospel. Or is that repeating a different station?
