That "non-legalese superfluity" is entirely legal ... quoting the FCC:

ESPN 950 is not technically part of the legal ID at all.
Back when WJFK-FM Manassas, VA and WJFK(AM) Baltimore had the same shows on the air from 6a-7p (Stern, Liddy, Don & Mike), they would play a single legal ID that went like this:
WJFK FM and AM Manassas Washington Baltimore.
So many different things wrong with that, but they did it anyway.
Before WTOP in Washington moved to FM, they had a string of legal IDs like this:
WTOP Washington, WTOP-FM Warrenton, WXTR Frederick
Followed by some translator calls on 104.3 in Leesburg, VA.
WFAN's legal ID is now:
WFAN, WFAN-HD and WXRK HD-3 New York.

I could be wrong, but wasn't WXTR (104.1) licensed to Waldorf or LaPlata? 103.9 (the old WZYQ) is considered a Frederick station, but it is licesed to Braddock Heights.
