970 WJFN/99.1 and LPTV 87.7 Simulcasting (sort of)

Last night WJFN was nothing but dead air on am and fm. This morning it was broadcasting the music and ids for easy 87.7. On 87.7 the volume had to be turned up all the way to sort of hear anything. This afternoon they are simulcasting with 87.7 sounding awful. They are giving IDs for both stations. I like 87.7. The music is OK, even though the sound is not in stereo. There are no commercials or overbearing DJs.

Anybody know what is going on?
 
They are running an announcement that they are having techincal difficulties with the WJFN country format so they are simulcasting 87.7 for the time being. It appears 970 is back on the air but is still simulcasting 87.7. I listen to the country on 970 at night (can't pick up 87.7 or 99.1 in the house) so the simulcast gives me a rare opportunity to hear 87.7 at home. I can sometimes get it on channel 6 but the signal is weak, but the audio is too loud for a TV station
