98.1 KCTC-LPFM is a ghost

It looks like they filed a license to cover, however the LPFM on 98.1 with the call letters KCTC-LP is NOT on the air that I can tell.

Furthermore, REC NETWORKS filed an informal objection against the license to cover for KCTC-LP.
REC said something about KCTC-LP and KSXT (90.3) in Smiley TX having board members in common, and REC didn't like the situation of the specific board members.

We'll see what happens but things don't look too promising for KCTC-LP.
 
It is illegal per FCC Rules for persons having control of a licensed full power station being in a position of control over a Low Power FM. For example, if you own a piece of a full power station or are responsible at least in part for decisions the licensee makes, you cannot hold the same position with a Low Power FM. You can manage a full power station for a licensee and be involved with a Low Power FM as a board member because as a manager you do not direct the actions of the full power licensee but rather work for that licensee. From what you describe that RECNET has an issue with are persons that exercise control of both a full power and a Low Power FM.
 
We'll see what the FCC says, as of now KCTC-LP is still not on the air in San Antonio.
