If I understand correctly; the 103.7 out of Refugio (KXAI) is moving to the San Antonio area; 98.3 out of Odem will move to the 103.7 frequency that is being vacated. Will the 98.3 frequency be dark or could someone like KPUS (as an example) petition to move to the more powerful 98.3 signal. Just curious as I would think the 98.3 signal would be attractive to someone.
 
History tells us it will go to auction. I doubt the FCC will give it away. But I could be wrong...
 
Hard to say. Typically, the frequency would go to auction, though it might be possible for another station to petition for 98.3 while leaving its old allocation up for auction.

I can't think of the last time a station left a market while another station took over its allocation.
