From what I can gather, the power reduction or ERP is being lowered because the antenna going much higher. The result would be a bit better coverage and a lower electric bill. The new combination could mean less building penetration but the new combination should clear up any drop out due to the hilly terrain. I have always been told height beats power every day of the week.
