99.9 Irving Translator to move?

Someone help out with this one if you can, since it's not immediately obvious why they would move. Penfold Communications has filed to relocate the translator to Arlington and reduce the power substantially. Just how much of a reduction isn't clear, since there's a discrepancy in the application; both 99 and 53 watts ERP show up in the exhibits.

If 99.9 moves to Arlington it would slam right into the coverage of KSKY's "emergency repeater" in Fort Worth. KSKY had been asking for an extension of the STA that covered operation of the repeater and Penfold had been fighting it up to now. So what happened here--did Penfold make a deal with KSKY?
