99.9 KLUR Reduced Power?

KLUR is always blasting into my radio. I am 40 miles from the transmitter and I noticed last night that they are very staticy and sometimes I get distant stations over them. I checked multiple radios and all the same result.
 
Transmitter problems?


Either way I plan to be up in the area in a day or two, will listen then.
 
It may just be tropospheric ducting. It has been fierce the last few days here in East Texas. Maybe it is doing the same thing there.

I checked all other frequencies to rule out ducting. No other locals were being overtook.
 
I noticed KLUR sounded fine as of a few minutes ago when I tuned it in.
 
Did something happen to 96.3 KXXN? Not nearly as powerful as 98.7. Thought the two were similar.

Seems they have filed for an STA on june 20th. They are operating at 70 Watts. Got this off one of the applications to the FCC

"THE LICENSEE REQUESTS PERMISSION TO OPERATION STATION KXXN FROM A DIFFERENT SITE THAN WHICH IS SPECIFIED ON ITS LICENSE FOR THE REASONS BELOW.

ON JUNE 7TH, 2013, KXXN SUFFERED A CATASTROPHIC FAILURE OF ITS AIR HANDLING AND AIR CONDITIONING SYSTEMS AT THE MAIN TRANSMITTER SITE IN IOWA PARK, TEXAS. THE EXCESSIVE INSIDE TEMPERATURE DUE TO THIS FAILURE HAS MADE LICENSED OPERATION IMPOSSIBLE DUE TO THE STATION'S TRANSMITTER GOING INTO THERMAL SHUTDOWN. IN ORDER TO CONTINUE OPERATIONS, KXXN HAS UTILIZED THE FACILITIES OF THE AUXILIARY SITE OF CO-OWNED KWFB UNTIL THE MAIN TRANSMITTER SITE AIR CONDITIONING AND AIR HANDLING SYSTEMS HAVE BEEN REPAIRED. THE LICENSEE PROPOSES TO OPERATE KXXN WITH A REDUCED ERP OF 70 WATTS SO AS NOT TO EXTEND THE 60 DBU CONTOUR BEYOND THE LICENSED, FULL POWER CONTOUR. THE TOWER HEIGHT INFORMATION IS FROM THE KWFB AUXILIARY SITE LICENSE INFORMATION.

THE LICENSEE HAS CONTACTED ITS AIR CONDITIONING VENDOR TO SCHEDULE REPAIRS. THE VENDOR HAS TOLD THE LICENSEE THAT DUE TO THE AGE OF THE EQUIPMENT, FINDING AN EXACT REPLACEMENT IS PROVING TO BE DIFFICULT AND TIME CONSUMING. HOWEVER, IT IS ANTICIPATED THAT WITH CONTINUED DILIGENCE, REPLACEMENT PARTS WILL BE SECURED AND INSTALLED IN THE NEXT 45 DAYS. IN AN ABUNDANCE OF CAUTION, THE LICENSEE IS RESPECTFULLY REQUESTING A PERIOD OF SEVENTY FIVE DAYS OF PERMISSION TO OPERATE UNDER EMERGENCY OPERATION CONDITIONS."
