There's an open allocation for 99.9 up in Van Alstyne (reserved for noncommercial use -- the FCC is opening a filing window in December) -- so an LPFM on 99.9 in McKinney would not be possible. In any event, an LPFM still would have to meet 1st and 2nd adjacent interference requirements, and 2nd adjacent with 99.5 and 100.3 out of Dallas would be a problem.
For someone interested in serving McKinney with a non-commercial station (since LPFM is also noncom), applying for 99.9 in Van Alstyne during the coming filing window would be the best bet. If you have the money to build a 6 kw station, that is...
