990 Netherland Radio??

I was tuning around with my shrtwave capable radio and came upon AM 990. As I was listening, it became clear that it wasn't an American station, but a shortwave station from the netherlands. Is this possible or is someone in my general area (Milwaukee) re-broadcasting shortwave?
 
Most likely what you heard was CBW, Winnipeg carrying a Radio Nederlands program.
 
Your right. After I posted this I heard the top of the hour ID. It was CBC Radio 1.
