By and large, non-commercial music doesn't work on a commercial station. Hence the definition non-commercial.
Stations like 99X were selling an attitude moreso than a particular brand of music. When that fad attitude died away, those stations faltered and started disappearing.
You may have a point. 99X was at the right place at the right time. When that time was up, so was 99X's.
There's still no ATL station carrying new rock that isn't soft AAA or hard active rock, and needless to say no new music by old artists who aren't paying payola getting promoted by indie promoters cool.
There's some neat stuff on satellite, such as Underground Garage, which will play almost anything, including new music by old artists (e.g., Joan Jett's cover of Sweet's "A.C.D.C.", which came out in '06). Who would dare play that on terrestrial radio (on a frequency above 91.9, that is)?
