There are plenty of pirate stations that have been on the air for years. I'm pretty sure they have no EAS, no public file, and most importantly, no license. Yet the FCC ignores them.
 
The FCC seems to run on a complaint-driven basis anymore.

Of all the field notices I see listed on their site, most are for things like interference, or the above mentioned files, EAS, tower paint and lights, etc. Once in a while you'll see a NOUO for some guy with a transmitter operating illegally, but generally it isn't in a place like NY or FL where pirates run rampant.
