A curious question

Let's say that someone wants to make a website or channel specialized in classic TV programming, but whose full episodes are ONLY original network/syndication airings with commercials.

However, if the person doesn't have that kind of material, who really holds the rights to such content and how can it be obtained?

Everyone is welcomed to answer that tricky question, but it would be more interesting if an expert on the subject could do me a favor to illustrate me.
