A la carte cable, what would your perfect "system" consist of?

Why do I get the feeling that any savings from price controls would be eaten up by additional taxes to support the new bureaucracy that would be formed to manage the price controls? I guess your "perfect system" would have to include no new taxes? Dream on, my friend. :)
