A long shot but...

I have a guess:

Dead air.

I'm still sayin..."Christian music...K-LOOOOOVVVVEEEEEEE"...they always love to get their hands on a decent larger market signal, even if it doesn't feed the whole market it can feed other translators in the region....not saying this WILL happen, just wouldn't be surprised if it did.

Since there's no money (of mine) riding on this, I'll put 20 Star Bucks on Washington State University expanding their FM network into this market. They must be drooling to get in here. But if it costs the kind of money KEXP was paying, they might just sit back and watch somebody else hemmorhage instead.

Since the station belongs Public Radio Capital, a group that rescues big signal NCE stations from being scooped up by religious broadcasters, it would be surprising to see the usual suspects show up at 91.7.

I've already set the frequency and my limiter and compressor are warming up. If their transmitter is going off, mine is going on!
