A new Pirate station in Glens Falls...

For the last couple of weeks a new and apparently unlicensed station has appeared in the Glens Falls/Queensbury area. The station broadcasts 24/7 at 91.3 with a similar coverage area as 92.7-WGFR and 93.1-WWSC. They seem to play an indiscernible mix of rock and blues. It is entirely automated and never does any kind of an ID but actually runs commercials for a local flooring company...
 
Should be easy enough to identify, then. We have a pirate airing primarily bluegrass gospel. No discernable way to identify them, as there are no underwriters. We have an illegal signal on the air, whereas a legal one has been silent since November 1st, using only their stream.
