First -- where is this located, actually?

Second -- if a separate organisation runs the public access channel (as this is the case in many cities), this may be the fault of that organisation, not Charter.
 
Look to me like some sort of TV Guide Channel which Charter would control about par for the course for Charter our small town has Charter with advanced basic you get 30 channels for $60 but on the plus side the scranblers for Showtime and the Movie Channel broke two years ago and they haven't fixed it yet

Actually, I believe the "TV Guide" info was generated either by that poster's TV or converter -- not the cable company.

The Charter Public Access in Vincennes, Indiana aired a Norton "your virus definitions are out of date" message for an entire weekend. For someone who isn't familiar with the channel lineups out of town, that wasn't exactly convenient.

In Dyersburg, TN the school access channel for the system (Owned by Cable One) will have a Windows desktop at times because the Power Point slide show used for announcements stopped for some reason.

The system in Acworth, GA uses PowerPoint slides for the Community Channel (Cable Channel 2). Once, the default Windows XP screensaver showed for the entire evening.

They could have the courtesy to unplug the cable going to the modulator or VCR (however it is hooked up), or show a videotape of something while the defragmenting is being done.

At least the people running that system are defragmenting the hard drive.
