A question about standards and pratices

When a show uses a cuss word, I know the common 7 cuss words you can never say on TV (like F-bomb or four letter S-word) or you get fined by the FCC. But other cuss words like the A word or SOB and or the Lords name is bleeped out on some shows. Who decides the cuss words outside the common 7 words foribidden for TV to be bleeped out? The Network or Producers?
 
Your answer is in the title of your thread - the network "Standards and Practices" staff presumably reviews all scripts and decides what is to be allowed. Obviously, standards have become much looser over the years, and it's not always consistent. Ten years ago, NYPD Blue was showing nudity from the back (bare buns included) and the actors were allowed to use the word "a__hole," but then the standards tightened up - I believe because of heavy fines that were levied by the FCC.

Things have loosened up a little again, but are not always consistent, like you say.

The basic cable networks are not regulated by the FCC, so their standards are voluntary. But I've noticed that the 'S' word is now OK to use.
 
On NBC's Late Night with Jimmy Fallon (earlier Conan O'Brien) when using the a-hole word. The A part is not bleeped out, but hole is bleeped out. Also, on NBC's Harry's Law, they said the a-hole word in its entirety without bleeps. Very odd. Don't get me started with Cher's David Letterman inncodent in May 1986, LOL!
