ABC 3rd Hours Daytime Program

Why did ABC gave up it's 3rd Hour of their daytime program to their affiliates, why can't ABC use their 3rd hour for their talk show "Katie" instead of giving up their 3rd hour of daytime?
 
From what I've read, ABC offered the 3rd hour to the affiliates in order to get them to carry "Katie" at launch. Not all the affils picked up her show, however, but enough did that the 3rd hour was a done deal.
 
You must mean third hour in the afternoon, because ABC does
program three hours of daytime (not counting "Good Morning
America"):

11 AM/10 AM The View
12 N/11 AM (Local)
1 PM/12 N The Chew
2 PM/1 PM General Hospital

ABC gave back 3/2 for "Katie" and put "GH" in place of
the canceled "The Revolution."
 
Honestly, I think ABC would have been wiser to have mandated both Katie and Live with Kelly & Michael be carried by all affiliates (including O&O WLS) thus they get a bigger bang per buck in ad revenue. There wouldn't have to be a strict time for them they air persay, but mandated they air them.

I imagine that the various NBC/independent affiliates that carry "Live" may have an issue with that.

ABC can't mandate anything about Kelly & Michael since it is not a network show. It is syndicated and airs on many non-ABC stations around the country. It's on the Fox O&O in Dallas-Fort Worth for example.

It still airs on Gannett-owned KPNX Phoenix (NBC) and Midwest Television's KFMB San Diego (CBS). I assume both of these stations have signed contracts to carry the show. Perhaps, eventually, Disney could mandate that the shows airs exclusively on ABC affiliates, but not until all active contracts have expired.

When WLS-TV carried Live (both times as Live with Regis & Kathie Lee), WLS-TV carried the show in the overnight hours. Both WBBM-TV (a former affiliate) & current affiliate WGN-TV, have carried the show in the 9am timeslot. WLS-TV is interested in the show again, as WGN-TV's contract is about to expire. Now that Emily Barr has left WLS-TV, I wonder if the new director will keep Windy City Live (local talk show) after this season (Emily Barr was the same person who helped create the Livewell Network). Only time will tell on that one. If WLS-TV does in fact pick up Live with Kelly & Michael, the new director might cancel Windy City Live, or move WCL to a different timeslot. For all ABC stations (O&O & affiliates), no one knows if General Hospital will be renewed another season, or get cancelled. So the 2pm ET/1pm CT could be made available to the affiliates if GH is cancelled.

Now for Katie, ABC does prooduce the show, but they syndicate it. ABC did pick up the program for all 8 O&O stations, & mandated that all 8 O&O carry Katie at 3pm. This is bad news for WLS-TV, as they were forced to move Inside Edition & Jeopardy to the 2 & 2:30pm timeslots, just so they could show Katie at 3pm (per corporate). I wish WLS-TV could have been allowed to carry Katie at 2pm, just so they could keep Inside Edition & Jeopardy in the 3 & 3:30pm timeslots, where they've been successful for over 20 years (in the case of Jeopardy, it was on at 3:30 since 1983, until this past September). Katie will be on for another year, & corporate is making their stations wait it out, while other affiliates might have moved her show to other timeslots that works best for them (even if it meant putting her show on in the overnight hours). If ABC wanted to market her as the next Oprah, then Katie really needed to be on at 9am in Chicago, as that was one of a few markets where Oprah was on at 9am, instead of 3 or 4pm in other markets (BTW, she is no Oprah in any way shape or form).
