The average has to be 3 hours not 3 hours a week. Some stations will move the shows to another time and some will not air them at all such as WSET in Lynchburg who will probably air infomercials to replace the shows and maybe soccer because they want to air Live From Liberty Saturdays at 11:30am and they will use Teen Kids News at 11am as E/I so they can dump the network "make-good" problems. A nightmare situation is that WSET will air infomercials instead of soccer.

Sanme in Tampa Bay -- WFTS generally bumps the last 90 minutes for infomercials, too (often delaying them to 7AM the next Saturday).

Until 2004-05 season WSET aired the entire Saturday Morning Kids Schedule and then they put the 11am hour at 8am, airing GMA at 7am and does not air the 12pm hour at all. Just the 3 hour E/I requirement.
