About Spelling Entertainment: 80% CBS/Paramount, 20% ???

According to wikipedia.org, Viacom acquired eighty percent of Spelling Entertainment in 1999. If this the case, that would mean CBS doesn't fully own the Spelling properties today as I previously understood before, which begs the question: Who owns the rest of it?
