Ads That Only Air in Certain Dayparts

Why do some ads only air in certain dayparts? For example, in L.A. when I’m listening to the news on KNX, I hear spots for Mike Diamond (a local plumber, for those not familiar) and Totaro & Shanahan (a bankruptcy and debt relief firm) only at night during the week and throughout the day on weekends.
 
There are different commercial packages available with different rates. Nights and weekends are the usually the cheapest. Plus there there are "per inquiry" that are "free" except the station gets a certain amount per phone call. If a station has a really good newscast with lots of local content, which is reflected in the ratings they can charge extra. Back in the day in smaller markets local banks tended to like sponsoring local newscasts especially if the president of the bank made the decision. I am pretty sure in market #2 agencies make that decision..
