The TV set demodulates the 4.5 MHz intercarrier mixing product of the aural and visual signals that is present at the output of the video detector.

An FM receiver needs only the direct 87.7 MHz FM carrier in order to demodulate it.

A picture signal is needed to demodulate the audio on a TV set.

FM radios are wired differently -- they provide their own signals for the conversion process. (because of course, except for Pulse 87.7, FM radio stations don't have a video signal to do the conversion)
