Air 1's power increase

I see that EMF has applied to increase the power of KHJK to 99,000 watts from the same location as it currently sits. When 103.7 was first bought, moved from Conroe, and built in La Porte, Cumulus supposedly built it at the maximum power and distance as to not cause problems for then sister station and 2nd adjacent KRBE. How is it possible now for 103.7 to increase power? KRBE hasn't moved or changed anything.
 
Ryan, what I'm looking at shows an increase in power from its currently licensed 94,860 to 99,100 watts, as you said w/o change to location or height. It remains at just over 1,950 feet. This is why I question how this is possible considering 2nd adjacent KRBE. I'm a dummy when it comes to the engineering side of radio, so an education would be greatly appreciated. I've been told that KHJK could never increase anything or move closer than it was originally licensed for as long as KRBE is where it is, and KRBE hasn't changed a thing.
 
My layman's math puts them 65.58 miles apart, and that meets the requirements(by .58) for two full class C's one second adjacent from the other.
Now how that compares to all the other folks on the dial... that's for the consultant with their fancy expen$ive software.
