Airport Parking Info station identifying wrong freq?

Chicago O'Hare parking traffic info identifies itself and states it's on 1600, but it's on 1630
and has been for a long time. It was on 1600 khz years ago. Did they just move for convenience or a better signal and
never bothered with informing the FCC?

Is there any problem with them identifying as the wrong frequency?
 
I would think it would only be a problem if they are using a licensed TIS licensed facility that was originally licensed for 1600 KHz and moved on their own without authorization. If they are using distributed Part 15 AM on their property then it really wouldn't matter from a "legal" sense other than sounding like they don't know what they're doing.
