Alaska and Hawaii analog TV

Was it true back then Alaska and Hawaii prohibited to have allocation of channel 5, channel 7, and channel 8? I noticed Alaska and Hawaii didn't get channel 5 until later. Also, was Honolulu supposed to have an allocation of Channel 7 instead of relocating to Wailuku? Was it due to the military?
 
Honolulu originally had 7, and Wailuku had 8. When KAII was to be built on 8, KGMV was going to have problems picking up the KGMB signal on channel 9 for rebroadcast. The resolution was to delete 7 from Honolulu and build KAII on channel 7 instead of 8.

I'm pretty sure it was 5 and 6 that were off-limits in AK and HI until fairly late in the game. IIRC, Hawaii also had no FM above 98 MHz because the 98-108 band was being used for inter-island telephone relays. I think the opposite was true early on in Alaska - no FM below 98 at first.
 
From the 1975 NAB Engineering Handbook (which in turn directly excerpted it from the FCC regulations)..

In Hawaii, the 98-108MHz band is allocated for nonbroadcast use. The FM band is 88.1-97.9.
In Alaska, the 88-100MHz band is allocated to government radio services and non-government fixed service. The FM band is 100.1-107.9.

In Alaska and Hawaii, 76-88MHz are allocated for non-broadcast use. Channels 5 and 6 are not available for use by TV stations.

Obviously all of those restrictions have long since been eliminated. As was an adjacent footnote reserving 89.1 in NYC for use by the United Nations.
