If you flip 92.1, then Kiss FM wouldn't exist anymore. They only exist in the first place to cut enough into Triple X's numbers to make Star look better (or at least they attempt to). Typical divide-and-conquer cluster programming.
Besides, Burlington doesn't really need Hot AC. It's not a big enough market to support such a narrow format. If the women of Burlington-Plattsburgh want to hear contemporary music, they'll flip to Triple X or Star. That's the way it's been for 20 years. Nobody has come in and successfully taken much of an audience away from them. Remember B100? Yeah, I thought not.
