ACs tend to be heavy on female listeners, and women, especially, seem to like Christmas music because it is "comforting" or something like that. Above and beyond that, I don't know.
Some Hot ACs in recent years have tried going all-Christmas to cash in on the phenomenon. Unfortunately this does not work well for the format. Christmas music is such a departure from the typical upbeat/medium-rock feel of Hot AC that it's pretty much like a totally different station, resulting in the unwanted effect of alienating your core audience.
WIKZ Mix 95.1 in Chambersburg, PA, 99.1 WMYX, WDFM Mix 98-1, and 97.3 WMEE are 4 hot ACs that I know of that do all Christmas every year and it seems to work for them.
