I think black celeb like Magic and OJ would have been better doing an OTA netlet like ME-TV or Bounce. Or even buying into Bounce and giving it some power backing, rather than go to cable

What does OWN's ratings woes (targeting women) have to do with ASPiRE (targeting African-Americans)?

I would say it's contingent on whether or not Fox Sports (Prime Ticket/FSLA) gets a new contract with the Dodgers for broadcast rights (the current one is up either after this season or next). There's also a chance Magic Johnson could pull a Lakers-esque deal and start up a new RSN backed by Time Warner Cable. There might be a conflict of interest in both cases, but probably not so much for the latter option if Magic owns Dodgers TV rights.
