Not necessarily. An appeals court recently struck down the FCC's ban on Big-4 cross ownership, and the FCC seems unlikely to appeal. While I suspect some of the tripolies in this deal will be spun to other buyers, I'd expect that the duopolies will be allowed. Scripps and Gray also engaged in swaps last week that involved doubling up with Top-4 stations in several markets.
