In response to a Notice of Proposed Rulemaking (NPRM), the FCC today approved 3 new Class A facilities, 2 in Oak Harbor on Whidbey Island, and 1 in Sedro-Woolley (near Mt. Vernon).
Channel 277A, 233A and 289A, respectively. This case was interesting in that all parties thought there was only one channel to work with, channel 289, and thus were mutually exclusive thinking that they had to fight it out. The Commission came back and said there were "alternate channels available", and so awarded 3 new channels to all three parties. An objection was heard in regards to a Canadian station, but the FCC held that Canadian Station CBU-FM, even though short-spaced, was "specially-negotiated", which means both goverments didn't care if there was any interference caused to station CBU.
