ALT 95.7 (HD2) moves to 97.9 as ALT 98 (HD3)

The signal, however is terrible. Cutting out frequently in mid-Pinellas. Odd since 97.9 is usually solid here.

Another note: Display reads "ALT 98", but they are identifying on air simply as "97.9 HD3".
 
Checked this morning. HD is back on.

95.7-HD1 is 95.7 The Beat
95.7-HD2 is the BIN All News format.
95.7-HD3 is WDAE.

The move certainly makes sense.

On a related note, has WXTB's HD signal always been spotty, or is it a temporary broadcast issue?

I get a lot of blending (and dropouts on the HD subchannels), and I'm in Mid-Pinellas.

When are the going to allow the HD signals to increase power? Wasn't there an increase in the power that was allowed a couple of years back?

There were increased powers with certain limitations. But keep in mind that analog watts are not the same as digital. So it takes less power to get equivalent coverage with FM digital (although digital is much more subject to drop-outs than analog).
