no stations in the USA on AM--1610 .
won't the FCC allow stations on that frequency ?
if not --- why not ?
 
That frequency is allocated to local municipality's for travelers information stations, They originally reserved the frequency's at the top and bottom of the band. IE: 530 /1610. Latter on the broadcast band was expanded to 1700.
 
Atlanta, TX (in NE Texas near Tyler/Longview) was allocated 1610 at the start of the EX band....I dont recall if it was built and on air but the allocation was dropped a few years later..and noone has bothered to file for a 1610 allocation since (well, no windows existed I think)...I am surprised noone else ever filed to move a 1600 to 1610 as a minor change...but the EX band rules are different and moves into it can take YEARS...see WRCR in NY as proof)

1610 is NOT allocated to TIS only..they are secondary to any broadcast station allocated (which broadcast is primary 1610-1700)
 
The treaty for allocating the expanded band was remarkably simple. The US got priority on the even channels, Canada and Mexico got priority on the odds. The US agreed not to put an odd channel station within 800km of the border (without permission) while Canada and Mexico would do the same for the evens.
