AM 1710 - "The Big Q" w/ oldies - Need help with this one!

I'm getting a strong station right now (6am EST) on 1710 going by the slogan "Real Oldies, The Big Q" playing a wide variety of oldies (Temptations, Beach Boys, etc.) I can't tell if this is a pirate or a Part 15 station. Ad by smooth talking DJ for "GE Super Radio today on eBay" and other weirdness. The announcer sounds like a pro. I'm really confused by this one! Maybe this is a local station to someone? Anyone else ever heard this one?
 
I'm WNY State, and hearing something way down in the "mud" on 1710, at times it sounds possibly Spanish.
 
The Big Q had a strong signal here right up till 7:16 am EST and then abruptly off. I was hoping they would hold out until my sunrise to help determine if they were East or West of me, but... Now that they are off, I'm also getting a weak signal here that I presume is one of the east coast pirates - Boston or NYC probably. The Big Q was unlike any of those that I've heard before on 1710.
 
On 1710 I have received some religious station, that I think is from the Bronx. On Halloween I got a French station coming in pretty strong, definitely a pirate. Unfortunately I didn't record it and I don't know any French so I couldn't really figure it out but since Im close to both Ottawa and Montreal Im guessing it was a pirate from one of those cities.
 
As I type this I am hearing a very weak, fading, and noisy reception of an unknown 1710; it was playing music but no voice was heard. The signal may be originating north of me (I'm in VA), as I have the Quantum loop facing north and south.

One song sounded somewhat what like Eric Claption's music, followed a very slow R&B song. It was hard to tell what language the songs are sung in.
 
I'm getting Spanish, right now. It sounds like its contemporary religious music. There's something else running underneath it, but I've yet to make it out.

Spunker, the French one you are referring to may actually be the Creole pirate, reportedly operating out of Boston.

Just outside of Minneapolis went listening for the 1710. Nothing.

But I was getting bleed over from 1700 in Des Moines. Like a local. But I wanted to verify at the TOH ID. Nada. Nothing. no legal ID. So I can only assume it was Des Moines.
 
1700 in Des Moines is also the dominant station on that freq here in the Chicago area at night.
Sometimes in the winter it comes in during the day also.
 
The Spanish religious contemporary stuff is coming in pretty good tonight. And once again something underneath, but not yet breaking through.

Well, my "Big Q" is still a Big Question mark, but the usual east coast 1710 pirates are well documented and even have websites with streaming audio, though I have only been able to get the Soleil feed to work:

Radio Soleil Int'l.
Radio Moshiach
Radio Celestial

Now, perhaps someone can explain how these stations are able to operate full time without being shutdown by the FCC?
