There are no rules out yet, indeed, the comment date on the NPRM for am/FM translators is January, with a reply date in February (notice in yesterday's daily digest). Those stations now on translators already owned the translator (using it for a co-owned FM), the translators looked to be inside their 2 mv. (as proposed in the original NAB plan) and there appeared to be political strings being pulled.
I assume the final rules will be for true translators (no separate programming allowed) inside the daytime 2 mv or some mileage ring from the transmitter, and would allow 24 programing even though the primary AM is on flea power at night.
However, rumors have been floating that the Kid, Kevin Martin, is prepared to sacrifice AM translators in favor of expanded protection/up graded status for LPFM's in order to get his ownership rules through on December 18, before he books it for future political endeavors (rumored run for the Senate from NC).
