That's right. They first received an STA to increase to 10,000 watts at night back in 2007. The current one expires in February of next year but will probably be routinely extended since Radio Reloj isn't likely to go away or reduce power.

WKBN - Weak most days. Sometimes not there.
Nights:
Cuba - Frequent in the mess
WKBN - Occasionally
WAAX Gadsden AL - ID'd them one time last year.
WTBN Pinellas Park FL - Just ID'd them last Thus.
Olden Times:
Cuba CMHI Radio Rebelde - Night way too often
WNAX Yankton SD - Night One time.
TIRN Costa Rica R. National - Night, hit & miss
Just east of Columbus, a weak WKBN during the days and sometimes a *very* weak WKBN here at night.
When I lived in Houston, KLIF had the channel day and night, with faint but consistent reception during the day and sometimes pretty strong reception at night. Radio Reloj made appearances down there every night, peeps only. I have heard it from here only two or three times since moving back last November.
Same here at my current location 80 miles southeast of Dallas. In the past I heard a couple of other stations when I lived in the Dallas suburbs; that happened when KLIF (then WFAA) was off the air for maintenance early one Monday morning. Those stations were WNAX Yankton SD and the now deleted WVMI Biloxi MS.
Here, we can hear the Cuban 570 almost all day, since there's no stations around on that frequency. The closest ones are in Raleigh and the Tampa area station. It also comes in rather strong at night, over every other station on the frequency.
A lot of time, I get our local 1450's hetrodyne on that frequency, and even 540.
