Am I wrong?

I would say that most networks would let Part 15 pick up their shows under some circumstances. It's been discussed here before that Premiere/Fox Sports is cleared 24/7 in Flagstaff, AZ on a highly commercial Part 15. I would say that if you wanted to clear Sean Hannity in some remote village near an Alaskan oilfield, ABC would let you.

I understand that Business Talk Radio, Lifestyle Talk Radio, GCN, etc., etc. clear talk programming on Part 15. While I don't think anyone would lend you a StarGuide like they would a decent licensed operation, am I wrong to think that if you came equipped that any network would clear programming on your Part 15 under certain circumstances?
 
***Smaller, independent talk networks are more likely to work with a part 15 station. The larger companies generally don't. Most of the Neo Conservative talk shows on mainstream media actually charge stations a fee to carry their programs. I don't know much about the leftist stuff on Air America and you would have to contact them to see if they are willing to work with you.

I doubt ABC will let a part 15 station to carry Sean Hannity especially if they are charging full power licensed stations to carry the show.

Most of the grassroots Conservative and probably liberal radio networks are likely to work with you.

More than likely if you owned an addressable Starguide Satellite receiver and had the money, any one of the "talk shows" would probally work with you as long as they where not being cleared in the area already, ofcourse in the case of those that charge, you would probally not find it cost effective to carry their shows.

Hannity is all barter as are all the of the other talk shows except Rush (which is cash and barter) and the morning shows like Imus and Stern which are most all cash.

The little guys that are mostly on crappy daytimers anyway might deal with you, but the big guys don't want to fool with the paperwork for a station that will never, ever show up in the ratings. The affiliate reps are bonused on Arbitron numbers, not number of stations signed up.

Hannity has recently gone to charging a fee just as Rush. I've spoken to a few PDs who are still paying for Dr. Laura, but I don't think she can afford to charge anymore... those stations must be "grandfathered in". WW1 is offering Imus to a few stations in exchange for running other shows (ie Scarborough), but you're mostly right. I'm not sure how far down in market rank stations have to pay ratings bonuses.

What do you classify as big guys? That's a serious question and I'd welcome your opinion; would Premiere, Westwood, and the like consist of the "big guys". While I know I asked the question in the first place, my thought as of now is that it's kind of like an AE selling a tiny account. If he's not doing anything for an hour that day, he will sell a $400/month account even though the commission won't amount to much... it's his job.

Obviously, with a lot of stations in unrated markets, or even 200-plus markets where ratings are twice a year at best, there is a lot of need for syndication. I suppose I was more or less wondering what the reasons might be for not working with a Part 15, since I can see a lot of them not wanting to do so. Too many affadavits, like the paperwork you mentioned? IMHO, why not have as many affiliates as possible? Being on in Crown King, AZ doesn't diminish your clearance (or trying to get one) in NYC.
