AM on FM (translator)

FCC will allow some AM's on an FM translator? This could be the answer for 1480's night signal. Some of these translators can cover a 15-20 mile area in cars if placed high enough, not much for penetrating buildings over a few miles away. A good argument is they are licensed to the city of Cincinnati but can not cover a quarter of the city at night. I hope they apply for a translator and are granted some releif with their night time signal coverage .
