Maybe. Most likely it's just the cheapest engineering and maintenance possible over the past decade compared to the best ever in the business (Bob Kanner, Phil Lerza) in the decades prior.
You know why that is, don't you?

They figured with the end of the world coming they wouldn't need to maintain the transmitting facilities for very long. :p
