AM side of Danville's two translator FMs

I've noticed the AM signals behind Danville's two Lakes Media translator FMs, classic hits 104-5 The Dan (W283BN, translating daytimer WWDN 1580) and CHR 103-7 Amp FM (W279AO, translating another daytimer, WMPW 970) are practically inaudible until you get right into town. We used to be able to receive them weakly but consistently in Durham when they were stand-alone stations (WILA and WVOV). Are both operating below their 1,000-watt licensed power to cut costs?
 
When I drove thru that area last week, 970 was severely overmodulating. Never heard an AM station sound so bad.
