What needs to be at the local level, is the municipalities control the franchise of cable television and IPTV over fiber optic RBOC's delivery services such as U-Verse. By authority they can require that cable cos in order to keep their operating franchise in that municipality, require they keep certain channels unscrambled, including PEG channels. In Austin, they made the mistake of using litigation, rather than add a clause to the franchise contract when said contract was up for renewal. In 2013, I promise you, my fellow San Antonians that I will mandate basic being unscrambled as a requirement of continued operation of said Cable Television franchise within the City limits. Along with mandated customer controlled A-La-Carte programming, even if it means Time Warner pulling out of San Antonio.
Somebody has to stand up for the consumer. Even if I don't win election, I will work with city government in getting such a franchise agreement passed. I will start with Council member Diego Bernal, our only elected council member that rides VIA according to the newspaper San Antonio Express News.
